Clarissa Morawski, Principal
Clarissa Morawski is an internationally recognized expert in circular economy policy, waste prevention, recycling, and resource management, with more than 30 years of experience working with industry, governments, international organizations, and non-profit organizations.
She is widely respected for providing independent, evidence-based analysis and practical policy solutions on topics including deposit return systems (DRS), extended producer responsibility (EPR), packaging policy, recycled content, reuse systems, and waste reduction. Throughout her career, she has delivered hundreds of conference presentations, webinars, expert briefings, and media interviews across North America, Europe, and beyond.
Clarissa is the founder and CEO of the Reloop Platform, an international not-for-profit organization based in Brussels comprised of industry, environmental NGOs, academics, and government representatives advancing circular economy solutions. Under her leadership, Reloop has become an influential independent voice in packaging and resource policy, helping shape major European initiatives including the Single-Use Plastics Directive (SUPD) and the Packaging and Packaging Waste Regulation (PPWR).
Since 1998, Clarissa has authored more than 100 articles on waste management and circular economy issues for leading North American publications. She also taught a third-year environmental policy course at Trent University in Ontario from 2010 to 2015.
Jason Wilcox, Projects Manager
Jason has been working for CM Consulting since 2008 in research and analysis. Most recently, he has undertaken a variety of project related research, analysis and data management.
Jason has closely managed special projects related to modelling future diversion scenarios for clients that include large multi-national corporations as well as industry stewardship organizations. He also manages the annual Recycling Access: Canadian Update for all classifications of packaging and printed materials; and the Who Pays What Report on Canadian Beverage Container Reuse and Recycling.
From 2009-2012, Jason was part of a team hired by the several Canadian provincial governments to undertake an extensive review of their existing beverage container regulation and program, and offer recommendations for improvement. Jason also acted as the lead researcher and assisted in the development of Measuring the Impact of Recycling on Jobs Calculator (MIRJCalc) in 2010. Since 2016 Jason has also been part of the Reloop Platform
Samantha Millette, Writer & Researcher

After graduating with a B.A. in Environmental & Resource Studies in May 2013, Samantha began working as an independent consultant in the waste management sector, providing research, writing, and editing support to senior consultants at all stages of project development.
Working primarily as a sub-consultant, Samantha has been involved in various research projects focused on extended producer responsibility, from best practices in the management of waste electronics to C&D waste. Some of her more recent engagements have included studies on the impact of industry and lifestyle trends on residential recycling tonnages, economic and environmental benefits of deposit-return for beverage containers, and industry best practices in the end-of-life management of lead-acid batteries and electric-drive vehicle batteries.
Among other notable consulting assignments, Samantha assisted in the development of a first-of-its-kind Guideline for Accountable Management of End-of-Life Materials, as well as a study to determine how product registries like those in Scandinavian countries could be implemented in Canada.
Mark Woolley, Geographic Analysis and Mapping

Mark works with CM Consulting through his technology consultancy, Yellow Data Clarity. Building from an academic background in Mathematics and Statistics and an early career as an educator, Mark has worked in a variety of industries providing training, database design and implementation and business process programming.
For more than a decade the focus of Mark’s work has been spatial analysis and mapping. Extending his varied skill set through the Geographic Application Specialist program of Fleming College, where he was a top graduate, he launched directly into a 8-year position with the Ministry of Natural Resources.Mark has been fortunate to be involved in projects on topics as varied as recreational fishing, archeological site mapping and clean energy management.
Mark lends his technical skills and experience to several non-profit and social activist organizations in the community. Mark has been able to enrich CM Consulting’s service offering by developing a nationwide GIS data layer for recycling program areas that can be used to analyse access to various waste streams.
